Private landlord ordered to pay over £6,000 for a catalogue of failings at his rented property

No fire alarm, inadequate fire doors, no heating for two years, a rodent infestation, defective electrical installations and significant damp at the property.

These were some of the findings that were found following an inspection at 36 Taff Embankment in Grangetown when officers from the Shared Regulatory Service visited in January this year.

The property was occupied by five unrelated people which means, by law, that the landlord required an HMO license to rent the property. There was no HMO License for this property in place.

Following a guilty plea, Dr Dehlia Hakem, from Heol Berry, Gwaelod y Garth, pleaded guilty at Cardiff Magistrates' Court on August 22ndto 20 offences under housing legislation.

Cllr Lynda Thorne, Cabinet Member for Communities and Housing, said: "It appears that the landlord in this case had a blatant disrespect for the laws that are in place to protect residents from harm.

"The state of the property presented a significant risk to those who were living there and put simply, it isn't acceptable. This is why we prosecuted in this case and the findings of the court would send a clear message to private landlords who rent out sub-standard accommodation that our officers will act on all intelligence received and take the appropriate action to ensure the safety of residents in Cardiff.

Dr Dehlia Hakem was fined a total of £6,250, ordered to pay costs of £400 with a victim surcharge of £100.
