In March 2019, the Cabinet agreed a recommendation toput forward plans to rebalance primary school provision in parts of North East Cardiff. This was due to the issue ofsurplus primary school places in the Llanrumney area and the need for additional places in Old St Mellons and parts of Pontprennau, when the St Edeyrn's housing development is complete.

As part of astrategic solution, the Cabinet agreedto explore plans to relocate St Mellons Church in Wales Primary School from its currentsite in Llanrumney. The school's Governing Body held a public consultation and at its meeting in October 2019, agreed to progress with the following proposals;

• To transfer the school from Dunster Road, Llanrumney to new build premises on the new StEdeyrn'shousing development
• To increase the school's capacity from 105 places to 210 places
• To extend the age range of the school from 4-11 years, to 3-11 years by establishing nursery provision at the school to allow for 48 part-time places.

Cabinet Member for Education, Employment and Skills, Cllr Sarah Merry, said: "If plans proceed, the relocation of St Mellons Church in Wales Primary School could present an opportunity for existing pupils to benefit from excellent, modern facilities as well as ensuring that we meet the expected increase in demand for primary school places in Old St Mellons.

"This would also help to address the problem of surplus places in Llanrumney, which has placed a significant strain on school budgets in the area.

"St Mellons Primary School has consistently demonstrated its delivery of high quality education, and is recognised by ESTYN for its standards of teaching and leadership. If taken forward, these proposals could represent an exciting new era for the school, providing a first-rate learning environment for generations to come."

The school would be built by the developer of the StEdeyrn'ssite as part of the planning agreement with the Council, and funded through Section 106 contributions.

If agreed, the proposed changes would be implemented from September 2021, subject to planning and procurement.
