Cardiff Council Update: 30th October

Welcome to the last update of the week from Cardiff Council, covering: this year's National Service of Remembrance, held in Cardiff, will be available to watch live online; COVID-19 cases and tests; update on schools affected by COVID-19; two schemes to help people self-isolate to be introduced; and another package of digital support for Cardiff's school children.

National Service of Remembrance for Wales available to watch live online

Arrangements have been made this year which will allow members of the public to participate in the National Service ofRemembrancefor Wales, safely in their own homes.

For the first time, the service will be available to watch live on the Cardiff Council YouTube channel. Coverage will start from 10.50am on Sunday, November 8, available at:

Broadcast from the National War Memorial in Cardiff, the coverage will capture a small, socially distanced service, conducted by Reverend Canon Stewart Lisk.

Due to Welsh Government Coronavirus Regulations which place restrictions on outdoor public gatherings (http://orlo.uk/7gesO), general access to the National War Memorial and the surrounding Alexandra Gardens will not be possible on the morning of Sunday, November 8.

In all, 15 wreath layers will take part in Wales' national observance of Remembrance Sunday, which is jointly hosted by Cardiff Council and the Welsh Government, in partnership with The Royal British Legion.

They include, Mrs Morfudd Meredith, HM Lord Lieutenant for South Glamorgan, on behalf of Her Majesty The Queen; The Rt. Hon. Mark Drakeford MS, First Minister of Wales; Councillor Huw Thomas, Leader of Cardiff Council; and Councillor Dan De'Ath, The Rt. Hon. The Lord Mayor of Cardiff.

A bugler from 3rd Battalion The Royal Welsh will sound the ‘Last Post' followed by a two minutes silence being observed at 11am. The Rt. Hon.

The Lord Mayor of Cardiff, Cllr Dan De'Ath said: "The National Service of Remembrance for Wales, held each year at the National War Memorial in Cardiff, is an important opportunity for us all to reflect, and pay our respects to the servicemen and servicewomen that have served, fought and died for our country. Normally Alexandra Gardens is full of people wishing to participate in the service, and while they will not be able to be with us in person this year, I am sure that they will still feel a part of Remembrance Sunday, as they watch the coverage from the safety of their own homes."

Update on schools affected by COVID-19: 30 October, 2020

Ysgol Bro Eirwg

A positive test of Reception Class pupil at Ysgol Bro Eirwg has been confirmed. 57 pupils have been advised by Public Health Wales to self-isolate for 14 days after they were identified as a close contact of the confirmed COVID-19 case.

St Teilo's CW High School

Nine pupils at St Teilo's CW High School have tested positive for COVID-19. An additional six pupils have been advised by Public Health Wales to self-isolate for 14 days after they were identified as a close contact of the confirmed COVID-19 case.

Whitchurch High School

One pupil in Y13 at Whitchurch High School has tested positive. An additional 13 pupils have been advised by Public Health Wales to self-isolate for 14 days after they were identified as a close contact of the confirmed COVID-19 case.

 

Two schemes to help people self-isolate to be introduced in Wales

Following the recent announcement from the First Minister about Self Isolation Payments we are currently working with Welsh Government to finalise the scheme details.

We will update our website, social media and the partners we work with as soon as the scheme is open for applications.

People on low incomes can apply to receive a £500 payment if they have tested positive for coronavirus or they are asked to self-isolate by the NHS Wales Test Trace Protect service because they have been in close contact with someone who has tested positive for coronavirus.

And a new top-up payment is being introduced for the social care workforce in Wales, to increase statutory sick pay to their normal wages if they have to take time off because they have coronavirus or are self-isolating.

Up to £32m is being made available by the Welsh Government for the two schemes to support people and remove the financial barriers faced by people needing to self-isolate.

Additional digital support for Cardiff's school children

Before the end of the autumn term each mainstream school in Cardiff will be supplied with a batch of new Chromebook devices equivalent to a full year group of pupils within their school. In total 10,000 new devices will be distributed to schools across the city. This will assist schools in the delivery of online and blended learning, whilst children may be affected by absence due to COVID-19.

In the next few weeks, 4,800 Chromebooks will delivered to schools with the remainder to be delivered towards the end of November.

This is in addition to the 6,500 digital devices and 2,000 4G broadband devices that have already been provided to children and young people in Cardiff who have been identified as digitally deprived and 3,000 digital devices provided to teaching staff, since the beginning of the first national lockdown in March.

Cabinet Member for Education, Employment and Skills, Cllr Sarah Merry said: "Absence from school due to COVID-19 means that pupils will need to receive their education through a blended learning approach which combines online educational materials with traditional classroom methods. It is therefore essential that pupils and our workforce have access to good digital provision."
